During the offseason, the NFL allows teams around the league to submit rule proposals and changes. These proposals and changes are then brought to the floor and voted on by the other teams in the league, giving a democratic approach to enacting meaningful change.
Some proposals have been thrown out rather quickly in the past, while others have gotten the attention the original team had hoped for, leading to a discussion that prompted a change. One of the most recent examples of these proposals is the potential ban of the ‘tush push,’ which the Philadelphia Eagles have gotten good at, making them more effective in short-yardage situations.
These proposals haven’t taken off yet, and it’s unclear if the motion is going to be brought up again. The Cleveland Browns recently submitted a proposal to allow teams around the league to trade draft picks up to five years in the future, but it was ultimately withdrawn.
While this proposal was taken back, it has garnered attention over the past several weeks, leading to dialogue among coaches and analysts alike. The Los Angeles Rams’ GM, Les Snead, recently made an appearance on Kay Adams’ Up & Adams Show, where he actually gave his support for the Browns’ notion, should it be officially brought up.
“I would have said yes, but I would have liked to hear the reasons for or against,” Snead said.

The Rams are notorious for trading their first-round picks away, so being able to trade away more picks would give this team even more assets moving forward. Their philosophy has been to trade for and sign veteran players, which proved to be the right strategy in 2021 when they won the Super Bowl.
The Browns officially took back this proposed rule change, but it will be an interesting situation to monitor over the next few months. If this picks up more steam, and more and more teams are talking about the merits of this change, either the Browns or another organization could bring it up again in future seasons. Some teams value draft picks more than others, which could lead to more trades and more chaos around the league, which is what fans seem to enjoy seeing, especially during the offseason.
